Mr. Dean joined Lazenby & Associates, Inc. in 2014. He is a member of the American Society of Civil Engineers and the Louisiana Engineering Society. He has served as President of the Monroe Chapter of the Louisiana Engineering Society as well as a state board member of the Society.

Mr. Dean has over 40 years of experience in design, project construction supervision and contract administration on a variety of civil engineering projects including:

  • Street and Drainage Improvements
  • Residential Land Development
  • Municipal Water and Sewer Utilities
  • Municipal Solid Waste Landfills

Mr. Dean also has experience with public works loan and grant programs such as the Community Development Block Grant Program, the Louisiana Clean Water and Louisiana Drinking Water Revolving Loan Programs, and the Arkansas General Obligation Bond Fund Program. His experience with these programs has required preparation of preliminary engineering reports, feasibility assessment reports, environmental assessments, and utility rate structure analysis on a variety of complex projects.

Since joining the Lazenby & Associates, Inc. team, Mr. Dean has gained additional experience in developing Stormwater Pollution Prevention Plans for local governments and permitting for construction in wetland areas through the US Army Corps of Engineers.
